With the debate over the patients' bill of rights heating up in the Senate, lawmakers may be forced to remain in Washington over the Fourth of July holiday. Democrats and Republicans agree on the basic premise of a patients' bill of rights, but are far apart on two key provisions a patient's right to sue and employer liability.
